If I had to hazard a guess, I would say he's the Chapter Master of the Silver Skulls. Beats me why he's getting prime billing along Calgar, Azrael and the other first founding legions, though...
Im tempted into thinking he's a Grey Knight,thats my guess, i was thinking Silver Skulls too but unless they become super important in the fluff that doesn't make sense to me.
He's in the regular rulebook, too, but there's absolutely zero explanation for it. The "Chaos Star" is just some regular Marine decoration, though: Look at some of the banner poles or stuff like that: It's just a stylised halo. There are several models that have it.
I always felt like the Silver Skulls looked a bit too much like Iron Warriors: virtually the same colour scheme, virtually the same badge. Maybe they thought they needed to address that? But the question remains: Why's a fairly obscure chapter placed alongside those from the first founding?
I guess they won't clear this up anytime soon, though. I remember reading that the GW artists love incorporating strange, ambivalent stuff into their artwork in order to throw fans some (false) leads or provoke them into discussing the work. Pretty great idea, too ;-)

Rather than a chaos star, it could be a stylized Iron Halo.
